My laptop is constanly freezing on the "starting windows screen" after an update for the x64 systems?

I reboot my laptop back to factory setting after my laptop start to become really slow due to the amount of stuff on my laptop, then after i rebooted my laptop, i had to update my laptop. 
This included Samsung Updates which installed fine, then i had to update my windows which include 96 updates, all of them installed fine except one.
which was the last x64 performance update.
This update didnt install until i rebooted my laptop back to
factory setting twice.
Then after it installed fine, it told me to restart my laptop which i did, and now im stuck on the Starting windows screen.
Through getting impatient i pressed down the power button to restart it. 
Then due to that it recommended to do the startup repair, that told me to reboot my computer back to a previous sav e point, which i cancelled and now from that my laptop is constantly stuck on "Starting Windows". 

Is there anything in which i can do to solve this problem?

By the way i cant get on any function on the laptop except F2 settings and the F4 Recovery (which also gets stuck on the starting windows screen)
